“Es muy grave ese cambio de criterio. Un gobierno no puede administrativamente querer cambiar las leyes. Si se cambia la ley tiene que pasar por el Parlamento. Que un organismo del Estado, de un día para otro, decrete que quiere expandir un impuesto, para mí es algo ilegal. Ya recurrimos al Tribunal Tributario y Aduanero, porque creemos que es un acto ilegal, y el Gobierno no puede cambiar los impuestos sin que haya una ley aprobada por el Congreso”.
