La propuesta establece que cuando una persona mayor esté en el tramo exento de ingresos (hasta 13,5 UTA o $ 11.120.814 anuales), pero su vivienda supere el límite de avalúo legal, el monto de su contribución no podrá exceder el 5% de sus ingresos. Por su parte, quienes se encuentren en el segundo tramo de ingresos (hasta 30 UTA o $ 24.712.920 anuales) pagarán el menor valor entre el 50% de la contribución legal y el 5% de sus ingresos.
