El constitucionalista cuestionó el diseño del megaproyecto del Gobierno, advirtiendo que mezclar múltiples materias en una sola iniciativa vulnera principios básicos de la técnica legislativa y podría abrir un conflicto ante el Tribunal Constitucional.
